This is the Porper Mushroom Grazer. This is a great tool for when your tip is mushroomed, which means that it compresses a bit and the sides come out past your ferrule. What this tool does is it shaves off that little extra and allows you to see clearly down your shaft.
First, you just adjust the knob so that it fits the depth of your tip. You just want to make sure that this metal piece never comes down over the ferrule, because you don't want to nick your ferrule. This will fit any tip up to 14mm. From there, you just turn the shaft against the blade very gently because you don't want to take any chunks out of your tip, until it shaves off all the little pieces that are hanging over the sides. Once that's done, you might want to finish it up with one of the great burnisher products that you see on this site.
